No,we cannot charge a capacitor to any potential . It is limited by the dielectric strength medium between the two plates of the capacitor . If we apply the electric potential greater than its strength its insulation will break and charges cannot be stored So , we can charge a capacitor to a potential less than the dielectric strength of the insulator kept between the plates of capacitor.
